Yes! Non-return of a child, by one parent, against the wishes of the other, who consented to the minor leaving his place of habitual residence, for the purposes of a visit only (for Pessach) and not for permanent relocation, is a form of passive child abduction, under the 1980 Hague Convention on the Civil Aspects of Child Abduction, which binds both the U.S. and Israel.Legal proceedings can be brought in Israel, at the appropriate family court, for wrongful retention of the child, in breach of your parental rights.
