Yes. Two homosexuals can draft an agreement formalizing their rights and obligations to each other. Such a family life agreement can be authorized at the family court according to the Family Courts Act of 1995, and obtain the binding validity of a judgment.

A family life agreement between two Lesbians received court authorization in Israel back in 2001.
