Does a parent whose child has been allegedly abducted to Israel have to attend the Hague Convention court hearings held there requesting his return ?

No, it is not strictly necessary from a legal point of view, unless the court orders the left-behind parent to come. The Israeli Civil Procedure Rules state that the family court will hold a full hearing on the matter if the parent bringing the action does not attend. However, Israeli courts usually request attendance.
