No. The fact that a child may possess a valid passport, previously gained with the consent of both parents, does not mean that the parent wishing to travel abroad with the minor has the carte blanche to do so, without the express consent of the other parent regarding the planned trip. If the minor leaves Israel without the consent of the parent remaining behind, this could give rise to child abduction proceedings to secure the minor’s return.
