Probably not.  Claiming that the legal system in the Country of habitual residence of the abducted minor child, is corrupted, has not been recognized yet as a “Grave Risk” defense claim under the Hague Convention, justifying not returning the minor to his country of origin by the abducting parent (see Case # 19298-08-23).
