Maybe. For example, in a ruling by the Family Court in Tel Aviv, (Case # 32676-07-22) a minor child was ordered to return with the abducting mother from Israel to Russia. The court there decided that despite the war between the Ukraine and Russia’ that returning the minor to Russia does not violate Human rights or the basic principles of the State of Israel’ in a manner that prevents the return of the minor of her Country of Habitual Residence, namely to Russia.
