What happens if a parent violates a voluntary return agreement, he/she signed and does not return the abducted minor child to his/her country of habitual residence?

The agreement for a voluntary return should contain stipulations for such a case’ where there is a breach. Usually, such agreements would stipulate that in case the abducting parent does not return the minor, then the other parent may return the child to the country of origin.
