The Court has to authority to “punish” a father who does not cooperate with the mother and refuses to issue a passport for their mutual minor child, thus leading the mother to file an application to Court. If after hearing the parties’ claims, The court finds that the father had no legal basis to object to the issuing of a passport for the minor child, then The Court may order the father to pay the mother legal expenses.
